The Global Innovation Index 2011
With the global economy forecasted to grow at a rate of more than 4% in 2011, innovation is coming into its own as an essential element of resilience as economies aim to sustain their growth while creating new jobs for their citizens. A key goal of the GII has been to find metrics and approaches to better capture the richness of innovation in society and go beyond the traditional measures of innovation such as the number of PhDs, research articles produced, research centers created, patents issued, and R&D expenditures.

The Global Competitive Report 2010-2011 (WEF)
This year’s Global Competitiveness Report is being published amid uncertainty in the global economy and a continuing shift in the balance of economic activity away from advanced economies and toward developing ones. Despite significant government stimulus spending aimed at dampening the recession, growth in advanced economies remains sluggish as they are mired in persistent unemployment and weak demand. . . . Indeed, the world increasingly looks to the developing world as the major engine of the global economy.

Global Transformation Programme - Annual Report 2010
The Government Transformation Programme (GTP) is an ambitious, broad based initiative aimed at addressing key areas of concern to the rakyat while supporting Malaysia’s transformation into a developed and high-income nation as per Vision 2020. It is aligned to the New Economic Model (NEM) and the Tenth Malaysia Plan (10MP) and should be viewed together with these initiatives as part of one cohesive effort to transform Malaysia into a progressive, harmonious and high-income nation.

The Malaysian Public Sector ICT Strategic Plan 2011-15
The Public Sector ICT Strategic Vision provides the direction for Government use of ICT in the next five (5) years. The emphasis is on delivering innovative, efficient and quality citizen and business-centric services by leveraging on the pervasive use of ICT. The ultimate aim is to achieve a Citizen-Centric and `Whole of Government’ Public Service, which means that the Public Sector must meet and exceed the expectations, preference and needs of Citizens and Businesses. The expectations demand that the government adopt the qualities of a Cost-Effective, Innovative, Transparent and Productive Government as the guiding principles.

The Challenges of Delivering Citizen-Centric Services

Similar to the multinational enterprise that needs to work across plants or international borders, so too are governmental organisations and agencies (GOAs) finding that they must better share information and resources across departments and ministries. Although Information sharing between GOAs and departments in developed nations is generally well managed, the expected increase in the variety of information being shared is already raising concerns.
